UPDATE: Government Hospital Upgrading (Nationwide)

2009 February 9

The Department of Health (DOH) has sent an update regarding the construction of Out Patient Department (OPD) Building Phase III in Region I Medical Center, Dagupan City. This is part of the Government Hospital Upgrading (Nationwide) project.

As of 20 January 2009, 43% of the project has been accomplished. In detail:

Clearing/Removal of Existing Structures and Obstructions: 80%

Excavation: 100%

Backfiling: 58%

Forms and scaffolding: 90%

Reinforcing steel bars: 85%

Concrete works: 71%

Masonry works: 28%

Plastering works: 0%

Ceiling works: 0%

Roffing works: 0%

Plumbing works: 10%

Drainage system and Catch Basin: 0%

Electrical Works: 10%

Painting works: 0%

Railing and fire exit: 0%

Doors and windows: 0%

As of 5 January 2009, 35% of the project has been accomplished. In detail:

Clearing/removal of existing structures and obstructions: 80%

Excavation: 100%

Backfiling: 45%

Forms and scaffolding: 80%

Reinforcing steel bars: 70%

Concrete works: 45%

Masonry works: 22%

Plastering works: 0%

Ceiling works: 0%

Roofing works: 0%

Plumbing works: 10%

Drainage system and Catch basin: 0%

Electrical works: 10%

Painting works: 0%

Railing and fire exit: 0%

Doors and windows: 0%

PHP24M is the approved budget for the project. The financing source stated is the general fund.

UPDATE: Northrail Project (Phases 1 and 2)

2009 January 21

15 January 2009: A news article published in the Philippine Daily Inquirer on January 15, 2009 reported that a civil engineer has questioned the capability of CNMEC, the Chinese construction which was awarded the USD550M Northrail project. Rene Santiago was the civil engineer who was called in as the expert witness in the UP Law Center’s review of the Northrail contract. Engr. Santiago has cited the following parts of the contract that he found “strange”:

  • CNMEC did not have any known experience in constructing a railway system,much less any railway project similar to the Northrail project. This was verified after checking CNMEC’s company website.
  • The condition that “Chinese standards” must be used in the construction of the railway system. Philippine standards should be observed in infrastructure projects built in the country.
  • The project was to be insured by a Chinese firm. Infrastructure projects in the country are to be insured by the GSIS.

ROWA for additional right-of-way is ongoing. Negotiation with CNMEG is ongoing regarding the technical and commercial aspects of the project.

The LRTA Board has favorably endorsed to NEDA the adoption of Official Development Assistance (ODA) as the financial scheme for the implementation of the project. Acquisition of properties affected by the project is ongoing.
