UPDATE: Northrail Project (Phases 1 and 2)

15 January 2009: A news article published in the Philippine Daily Inquirer on January 15, 2009 reported that a civil engineer has questioned the capability of CNMEC, the Chinese construction which was awarded the USD550M Northrail project. Rene Santiago was the civil engineer who was called in as the expert witness in the UP Law Center’s review of the Northrail contract. Engr. Santiago has cited the following parts of the contract that he found “strange”:

  • CNMEC did not have any known experience in constructing a railway system,much less any railway project similar to the Northrail project. This was verified after checking CNMEC’s company website.
  • The condition that “Chinese standards” must be used in the construction of the railway system. Philippine standards should be observed in infrastructure projects built in the country.
  • The project was to be insured by a Chinese firm. Infrastructure projects in the country are to be insured by the GSIS.
